New extensions showon add-on/extension screen but don't show in tools. How do I show them in tools?

I am installing extensions for the first time and don't understand what I'm doing wrong. When I go to the Add-on screen and choose extensions, they show in the list but when I choose tools in the menu the extensions don't show up. I have restarted several times. I didn't get an error message when I added the extensions. On the extensions list only options are disable or remove. Extensions I added were manually sort folders and colored folders. Thank you for the help.

Press Alt or F10 to show the Menu Bar, then enable the toolbars under View/Toolbars. Manually sort folders is under Tools on the Menu Bar. To access Colored Folders, right-click a folder in the Folder Pane (see picture).

Press Alt or F10 to show the Menu Bar, then enable the toolbars under View/Toolbars. Manually sort folders is under Tools on the Menu Bar. To access Colored Folders, right-click a folder in the Folder Pane (see picture).
