I created a SENT rule in 68 to STAR, TAG, and MOVE mail sent from ONE account to the recipient's FOLDER under another account.

This worked fine in Thunderbird 68 (macOS Catalina) but fails in 78.

Now it appears ALL my mail filters are failing to execute. The SENT mail filter DID work after I was asked the question and now it seems I must run them ALL on "ALL MAIL" manually! This is on 78.6.0. This is the biggest Thunderbird I've ever seen!

My ordinary filters have been failing to run at different times. It APPEARS they are now working - but I've had OTHER issues with Thunderbird for YEARS - ONE is that, if I click on an email in the list, the email is DELETED. This has happened for a LONG time and STILL happens on 78. I have to go to Trash and move the mail back - IF I can FIND it! Junk handling has also been a pain. Thunderbird is the best around and THAT is NO encouragement! AS a former Systems Programmer it has been my observation that there are VERY FEW GOOD programmers in the world! MY programs HAD NO BUGS! And I had at least ONE co-worker who could say the same. And WE worked for state government! Civil Servants - who are supposed to be the dregs of society!
