I just uploaded Firefox 3.6.10 and lost internet -- it's not my firewall

I got a message asking if I wanted to install the latest version of Firefox on my IBM Thinkpad running Windows XP. I said yes. Next thing I knew I couldn't reach the internet. I get a "the proxy server is refusing connections" message. I've turned off the Windows firewall and the Norton Internet Security firewall with no effect. Nothing else in the support documents looks relevant. Can't even reach www.mozilla.com/en-US/firefox/3.6.10/firstrun/

Go to Tools > Options > Advanced > Network > Settings and choose "No Proxy" to see if that helps. See: https://support.mozilla.com/en-US/kb/Options+window+-+Advanced+panel#Network_tab
