Tab Bar/Titlebar Acts Up while Menu Bar is Hidden

While the menu bar is hidden (made to require ALT to be pressed to be visible), the tab bar suddenly becomes overlayed with the titlebar (making the Windows titlebar and minimize/maximize/close buttons appear over the tab bar) whenever anything on the top of the window is interacted with.

Does the same thing in Firefox Safe Mode (no addons). I'm submitting this form in Safe Mode.

Set the pref browser.tabs.drawInTitlebar to false on the about:config page.
