I am having a problem with tools, options, & setting the home page
When I open Firefox, the home pages goes to this web address http://flyingincognitosleep.com/cgi-bin/h.pl Under tools > options when I change it to any other page I choose such as google or yahoo & save, it goes right back to the given web page address. I cannot get rid of it. I read some where that it has to do with a js file & gave instructions for resolving in Windows 7, but I need instructions for XP.

Your user.js file is in your Firefox profile folder. This article describes how to find that on XP (or other OSes): Profiles | How to | Firefox Help.

What exactly do I do? What am I looking to delete or change?
I see two files with user. One is named "user" and is a JScript Script File. The other one is named "user.js.BAK" & is a BAK File. The other instructions I found say to rename User.js to User.js.bak
Since it appears I already have this name, what else do I need to do? ~ Thanks
Sorry for the delay in getting back to you.
As long as the file is named anything other than user.js, it will not be loaded as your custom settings. Feel free to name it user-bad.js or whatever you like. (Well, except don't use the name of any other legitimate files in that folder.)
If you are curious what is in that file, you could edit it in Notepad or another plain text editor. (I would not use MS Word or another word processor as that may corrupt the format.) You might only need to delete one or two lines to get rid of the redirection.
