How do I zoom out of my websites when it says im already zoomed all the way out yet cant see the whole site?

Every time I get on a website my page zooms in and does not allow me to see the whole page. Also on facebook and such websites it is doing the same thing and only giving me the top of the page no more. How can I change this it says that I am already zoomed all the way out.
