I have updated firefox at least 6 times in the last few months because it says I'm not running on the latest version, - nothing ever changes it still says I'm not running on the latest version

There is always a warning sing on my front page saying I'm not on the latest version with an offer to upgrade today. I have done the upgrade quite often and it still says the same thing. Our other computer has a totaling different looking screen for firefox and does not always say to upgrade.

This - http://www.google.com/firefox - is the old Firefox Start Page used by the Firefox 3.6 and earlier versions of Firefox, I don't think it is being maintained.

Starting with the Firefox 4 version, Firefox is using a "local" Start Page with the address of about:home. It looks similar to the old Start Page, but it isn't exactly the same.
