No I don't use Delicious but starting up in safe mode the Bookmarks entry came back so a little digging in my add-on and I found one called 'personal menu' which to be honest I do not remember installing but after disabling it the bookmarks entry came back.

On 3.6.x it also had a 'Bookmarks' entry this is what I want to re-enable.

Do you have the Delicious extension?
In that case look at the bottom of the Delicious menu.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).
