when my DSL line is offline, my browser goes to a modem status page & after that won't let me go back to the page i previously had been using
when i type in http://www.gocomics.com/ or the URL for mycastingfile.com it won't go to those sites, but goes to http://192.168.1.254/html/modeminfo.asp?showAdvance=19

When you are in offline, try to uncheck File > Work offline.
one note. when the modem is not working, briefly, firefox switches the current page (including the 2 mentioned) to a message stating that the current page has moved to a new location (which is the modem status page)

Does this happen in other browser as well or only in Firefox?
Maybe first switch Firefox to offline mode before switching the modem offline.
You can also try to toggle the Firefox off line mode or purge the DNS cache in Windows (ipconfig /flushdns).
