The tabs bar and mouse don't play well together
Strangely after using Firefox since firefox's inception, a problem just occurring is when I place the mouse above the scrollable tabs bar in order to select a tab, 1) the tabs automatically and every time move away from the mouse pointer in both directions so I can't obtain the intended tab (all without intending to scroll yet); and 2) when I use the mouse to scroll tabs or use the arrows key to scroll it, the tabs may or may not scroll and if it does, it doesn't stay at the position it lands on and/or won't fully scroll as far as I need it to which in all cases, I am never able tot click on the needed tab. What still works is the drop down tabs menu so I can get to the hidden tabs.
The second problem, I'm always having, is, when ever a virus hits the computer, which is daily, three particular tool tab add-on "icons" always fall away upon restarting the next firefox session, The icons are for the session manager, Undo Closed tab, and a video add-on. Your kind help is appreciated.

You should not have viruses every day! What security software you using? If you need some supplemental cleanup tools, please see our support article: Troubleshoot Firefox issues caused by malware. Those scanners/cleaners are free and take considerable time to run. If they finish quick and especially if they demand payment, you may have a serious infection. In that case, please try the specialized forums listed in the article.
Normally, simply hovering your mouse over the tab bar doesn't cause tabs to move. Another user reported today an option in her Windows mouse settings called something like smart moves was causing strange behavior in Firefox (tabs tearing off to new windows when hovered). Does your mouse have any special features that might be incompatible with Firefox?
If you are using an add-on to change how the tab bar normally works, perhaps check for updates or disable it in case the add-on is not compatible with Firefox 39. Most likely it would be an extension, so, open the Add-ons page using either:
- Ctrl+Shift+a
- "3-bar" menu button (or Tools menu) > Add-ons
In the left column, click Extensions. Then try the "gear" button above the list to "Check for Updates." If there are no updates for your tab-related extensions, you could try disabling them temporarily for testing.
