What is the simplest way to lock down the home page and default search provider so programs can't hijack them? There needs to be a built-in setting to do these things. How many user hours are spent resetting home pages and search settings? Thanks.

I do not have the information you seek about how many user hours there are setting homepages.

However there are user lock options:
