Currently use v 60.9.1; On upgrade, I lose everything, and it wants to do a new install setup. How do I update?

Have tried to upgrade several times, with numerous versions since 60.9.1. Each time, Account setup, address books, mail files, all gone, leaving me with a 'new install', and asking for account setup info. I then re-install 60.9.1, and all is restored. How do I upgrade?
