Firefox restoring unwanted deleted bookmarks when synced

Whenever I sync, Firefox restores bookmarks that I have deleted in the past. I only want to keep all my devices synced with my main Firefox app on my computer. Is there any way to avoid this problem?

Were those bookmarks originally coming from this device ?

There is no master for Sync and bookmarks from each connected device is synced to all other devices, so all devices have the same bookmarks.

Here's what I did:

Went through all of my bookmarks deleting the ones that I didn't want or no longer needed. Backed up my bookmarks at this point. I then synced my bookmarks (from my main computer) with my laptop.

All of the deleted bookmarks were back on both devices. I had to delete all of my bookmarks and then restore the backup in order to get back to where I started (after the culling process). It would seem that my bookmarks are being stored in the cloud and when I sync, any that have been deleted are restored from the cloud file.

What I was hoping to do was simply to place a copy of my bookmarks from my main computer onto both my laptop and my cell phone. This didn't happen; instead, I got all bookmarks including the deleted ones back again.

Any ideas?
