The issue you have is not a Thunderbird problem, so there is nothing within Thunderbird which can fix the problem.
outlook spam filter is blocking receiving of emails because the IP address is on a block list. Often they mention what caused the block eg: spamhaus blacklist. But you have not mentioned that in the info you provided. You may need to try a different IP address.
146.20.161.80 seems to a Rackspace hosting IP address range.
