Popups not being allowed even though programed to allow.

bold textPopups: I have found several sites where popups are required (insurance, learning pages, etc) are not allowing popups. When a notification shows up, I do press on choice to "allow popups" for the site - popups are still not allowed. I have checked my Firefox add-ons and nothing there disables popups and I have made sure that, where able to, the pages are told to allow popups. Several of these are for being able to sign in for learning, sign in for being able to chat, etc. Please help!

You aren't in permanent Private Browsing mode (Always use Private Browsing mode; Never Remember History) as exception work differently in PB mode ?
