I cannot find current instructions for changing 'dns over https' default resolver. The only instructions I've found reference 'Settings', 'General', 'Network Settings' and 'Configure Proxy Access to the Internet'.

DNS over https isn't located there with FF 132.

You need to look at the bottom of "Settings -> Privacy & Security".
