Another possibility is this issue: Tools > Options > Advanced > General : Accessibility : [[ ] "Warn me when web sites try to redirect or reload the page" See #General_tab

This is not the answer to this problem, but to the inverse problem.

The guy wants to turn ON automatic refresh when the website's author didn't plan for that; "Warn me when web sites try to redirect or reload the page" is an option to turn OFF automatic refresh (or redirect) when the website's author *did* define automatic refresh (or redirect).
