WHEN I CLICK ON THE PENCIL ICON THERE IS NO TRANSFER OF DATA TO THE FORM I AM TRYING TO COMPLETE. SOMETIMES IT ATTEMPTS TO FILL IN MY TITLE (MR.) OR THE STATE, BUT NOTHING ELSE.

That pencil icon isn't a standard Firefox feature, something you installed added that pencil icon to Firefox.

Are you using an Autofill extension?

Does the regular Firefox form fill work?

Tools > Options > Privacy > History: "Remember search and form history
