I have upgraded to Firefox 3.6.13 three times now but I am still getting reminders when I open Firefox to upgrade to 3.6.13, it is getting quite tiresome .

You have correctly upgraded to 3.6.13. But your Firefox version has been locked to 3.0.7. Please see the instructions in this article to fix this problem: Websites or add-ons incorrectly report incompatible browser
