In IE9 there is a zoom feature that makes the screen size larger or smaller. I find no such feature with Firefox. Can it do this? Don't confuse my question with "Full Screen".

If you enable the Menu Bar, the View Menu contains a Zoom feature. You can also access it with the shortcut Ctrl + and Ctrl - if you don't use the Menu Bar. If you have a mouse wheel, you can hold Ctrl and scroll up and down to use the Zoom feature.

I believe by default, the Zoom feature only increases text size. You can change that by enabling the Menu Bar and unchecking "Zoom Text Only", as indicated in the images below.
