pop-up blocker "exceptions" doesn't work

I have identified a site for which pop-ups should be allowed. (Multnomah County Library home page, and the library's Catalog page.) Details of items on a catalog page are provided in windows that Firefox v. 9.0.1 treats as pop-ups. (Version 3.6.25 did not block these "pop-ups" even though there were no exceptions listed. The yellow warning bar appears for a split second and then I'm returned to the page from which I started.

Turning off pop-up blocker entirely solves this problem, but is not a desirable arrangement.

It is possible that you run into this pop-up maximum (the default value is 20).
