what is it with the scrollbar having a left border that gats in the way

why does the scrollbar have a border down the left edge. this is irritating as it does not all two css columns to have the same width when they are separated by a small spacer area around 8px. is there a way to have the scrollbar, border included, to have width of 16 pixels wide? the page, when the scrollbar shows up is one pixel over width and is behind the scrollbar
