In Fx 19 “+ x Other Downloads” was displayed at the bottom of the Downloads Panel when there were more downloads than could fit in the list in the panel.

Was this feature removed in Fx 20?

Yes, it looks that this has changed and you only see downloads from the current session (?) and a "Show All Downloads" link (opens the Downloads folder in the Library) and no longer a "+ x Other Downloads".

You should see a "Show All Downloads" entry at the bottom of the list that opens if you click the download toolbar button.

What is the setting of the browser.download.useToolkitUI pref on the about:config page?

I do see it. In Fx 19 there are 2 entries: "Show All Downloads" and “+ x Other Downloads” - depending on the number of the downloads (3 or more).
