Either go to Tools -> Add-ons -> Keyconfig -> Options or Tools -> Keyconfig or press Ctrl+Shift+F12. They all work for me. Did you restart Thunderbird after installing Keyconfig? Do you have latest version of Keyconfig? Keyconfig 20110522...
