Page defeats controls except CTRL/ALT/DEL Audio message in male voice claims to be Microsoft speaking , tells you your computer is infected and threatens to block your computer if you try to close the page or don't call the number provided. I'm not worried about my computer but clearly this will fluster many.

If it's like the fake FBI/Interpol browser lock page, This add-on can stop such pages; disallow Script Button {web link} The Disallow Script button looks like a letter "M" and the title is the Minus Script, drag and drop the button on a toolbar. If the button is not displayed then nothing operates, except rules for plugins.

That domain was just registered yesterday, so that's suspicious in itself, but Firefox isn't aware of such things...

It's actually not clear where it is best to report attack pages. If you use a web reputation toolbar from your security software, you might be able to submit it that way. But you might want to disable JavaScript before visiting the site if you have to visit it to report it.

You can report at https://www.mozilla.org/legal/fraud-report/ which is the "Report Trademark Abuse" link on bottom of many mozilla.org pages.

That's only for the Firefox trademark.

You can report such a site at; Google Report Phishing Page {web link} which is the same when done while on site by going to Help > Report Web Forgery

Nope, not just for Firefox browser trademark as that is one of the things it is used for.

This form is only for reporting websites that misuse Mozilla trademarks.

If you are reporting a site distributing malware or engaged in phishing, please also report the site to the Google Safe Browsing Team.

Lets try again, I guess you also missed the misuse of mozilla is the url example in OP  ;)

Mozilla has told me to reports sites that misuse Mozilla is such ways (as I have filed bugzilla reports in past) on that page as it is not just about Firefox.

Besides the people who can deal with such pages monitor reports from the violating websites page.
