Switch window from two different resolution screen will make some problem

In my pc,

on the screen 1: when maximizing the window, the tab is on the top of the screen.
on the screen 2: when maximizing the window, the tab is not at the top of the screen, there is a blank between the top of the screen.

So, when switching tab on the screen 2, I must move my pointer direct on the tab, is not easy as on screen 1, and it looks not beautiful.

Platform: window 10 1709, surface pro 4 Screen1's resolution : 2736*1824 Screen2's resolution : 1920*1080
