i have talked to consumer cell and they say it is either firefox, the isp or some problem with cache and cookies

It looks that you are out of luck with accessing this website in Firefox 52 ESR (and 68 ESR).

Firefox 78 enables the two AES-GCM SHA2-based ciphersuites that this server supports.

To mitigate web compatibility issues from disabling DHE-based TLS ciphersuites, Firefox 78 enables two more AES-GCM SHA2-based ciphersuites.

As far as I can tell, you need a new computer or at least a newer operating system for your computer. Or some other device that has modern security standards like an iPad.

This server only supports four weak TLS 1.2 cipher suites and the last Firefox 52 version that supports Windows XP doesn't include these.

Firefox 52 supports these TLS 1.2 cipher suites and some weak SHA-1 cipher suites, but there is no overlap between the cipher suites the website supports and what Firefox 52 supports. You can possibly contact the website and ask them to supports at least one of these cipher suites.
