When I create a 'saved search' in Thunderbird by using the File>New>Saved Search... menu the "folder" is created but is empty even if the search was valid. After restarting TB the saved search "folder" disappears.

How do I fix this?

More information: when I create a saved search and right-click it to go to properties the properties menu does not show the search and is generally broken.
