Why doesn't Tbird block an address I repeatedly mark as "Junk"?

The messages even contain the note "Thunderbird thinks this message is Junk" and I "Mark" it as junk, but I I still keep getting junk messages from the same email address. Why doesn't Tbird send messages from this email address to Junk?

The from address is not a consideration in the classification of an email as junk. Perhaps that is why.
