When I import bookmarks to Firefox from safari not all the current bookmarks transfer.

Try to export the bookmarks in Safari to an HTML file and import that file in Firefox.

If that doesn't fix your problem .....

When Firefox imports bookmarks from another browser, it doesn't duplicate the layout of bookmarks from the other browser exactly - the bookmarks / favorites that are on a toolbar in the other browser won't be automatically placed in the Bookmarks Toolbar folder, as it is called in Firefox. The user has to move or copy those bookmarks into the Bookmarks Toolbar folder. Safari uses the term Bookmarks Bar, IE calls it the Favorites Bar; which are the equivalent of the Firefox Bookmarks Toolbar.

Look for a folder named Bookmarks Bar and see if those bookmarks are in that folder.
