I keep getting pop-up menu saying I chose to open rcp.html. What is it???

It asks to save or open. I get this every time I return to the Comcast home page (which is my internet open).

If I save it, it returns. Why does it keep doing this, and why can't Firefox (whose document this is) tell me what it is. NOW!!!!!
