tabs functions not working correctly?

I have the "always show tab bar" function disabled, but it still shows the tab bar. I reset that function and one time it works and the next time it doesn't, even though, I saved the change. Also, when I go to my home page (AOL) icon I invariably end up with the same home page tab open several times. How do I stop that from happening.
