There is an extensions.enabledAddons pref that you can find on the about:config page.

A possibility would be to have two versions of a user.js file to initialize this pref with the installed and enabled extensions and copy the one you need by starting Firefox via a cmd file. If you are that tight on memory then you would only have to run one version at the time.

There are plugin.state prefs to disable plugins in case you want to do that as well, but plugins are only used when you visit pages that use them and setting all plugins to "Ask to Activate" should be sufficient.

Why do you want to start Firefox in Safe Mode?

You can't prevent that window from appearing when you start Firefox in Firefox.

You can consider to create a second profile if you want to start Firefox with all extensions disabled.

You can add -no-remote to the command line to open another Firefox instance with its own profile and run multiple Firefox instances simultaneously.

Thanks, Multiple_Firefox_Profiles is a good idea.

The main reason is that: 1. My memory is small.

        If I open the firefox (450mb it occupies). Then my computor is slow, while most of time I only browse the websites. So I need to open in safe mode often. (120mb it occupies)

2. I pin the Firefox in taskbar, while the system doesn't allow two shortcuts which are from the same programs to show in the taskbar. So I add the command in one shortcut with "C:\Program Files (x86)\Mozilla Firefox\firefox.exe" -safe-mode

You have an unusually large number of plug-ins shown in your System Details above. I would strongly suggest, in your circumstances, that you reduce this number by removal or de-activation.

Safe Mode does not affect plug-ins.
