This is despite the settings clearly saying to use Document Viewer to open PDFs and not LibreOffice: http://i.imgur.com/iToznlA.png. How can I fix this?

Delete the entry for pdf content type in Options/Attachments (click the Action drop-down), restart TB, open a pdf attachment and set the default opening application by browsing to the Document Viewer executable (don't pick it from the list of suggested applications).
