I restored the password from the Firefox Sync and data is not synchronized.

I reinstalled Windows and downloaded Firefox, but have forgotten the password synchronization. Successfully restoring it, I connected to my account. But synchronization has not occurred. Other synchronized devices are not available. Can I somehow recover the data?
