Firefox goes "Not Responding" for a few seconds at least once every time Firefox is started
Since Firefox 47 I have been running into an issue where Firefox will go "Not Responding" for 10 to 30 seconds. During the hang CPU usage will spike to 12% and ram usage will double, once over everything returns to normal. Once the hang happens it will not happen again until Firefox is exited and started again. The hang also seems to occur around the time a page or page component loads, for example expanding an imgur image.
I have tried switching to 64 bit Firefox, refreshing Firefox, safe mode, enabling one addon at a time, enabling e10s, and even freshly installing Windows 10. Nothing I have done so far as seem to make it stop.

The hang has never happened right at startup (including on homepage load). Its usually once I browse away from it, and will probably happen in 1-10 page loads.
You can check for problems with the places.sqlite database (bookmarks and history) in the Firefox profile folder.

Create a new profile to test if your current profile is causing the problem.

If the new profile works then you can transfer files from a previously used profile to the new profile, but be cautious not to copy corrupted files to avoid carrying over problems.
I have tried checking for problems with places.sqlite and trying out a new profile. The hang still occurred.
This issue has followed me to a completely fresh install of Windows 10 (along with Firefox). This install has similar settings that were set manually. The same addons were installed, and settings for them set manually. And bookmarks were imported from an exported backup from the previous install.
