How do I change/set defaults for Permissions?
I have found how to access Permissions for individual websites. But to set things the way I would like I would have to change them individually on EVERY site. Presumably, if I clear data after browsing, those changed settings would be lost. The page "about:permissions" no longer exists,. So: how do I change the DEFAULTS for permissions, since most of them are set in a way I don't want as defaults?

No - it's not concerned with setting defaults. The first part of the article is about changing individual site permissions which I can already do. The second part is "about:permissions" which Mozilla removed from Firefox, so can't be accessed.
Note that there is a new permissions section planned on the about:preferences page.
What permissions in particular are you interested in?
Some permissions can be set via the Options/Preferences pages or possibly via the about:config page, but the default of others is hard coded and can't be changed.

All of them - what we used to have access to through "Privacy & Security" (in Options/Preferences) and about:permissions and lost in a previous Firefox update. The article you referenced (thank you for that) - specifically the part under Privacy & Security is exactly what I want access to again. That article's from March, but no sign of any 2017 update doing what it suggests yet!
