Can't scroll in preferences pages in quantum

I have Korora 64 bit (a variant of Fedora Linux) on my computer. I just upgraded to Firefox 57 (Quantum). I created a new profile in order to test this so there are no extensions or anything running.

In any preferences or settings page, I cannot scroll down. I can only see and click on whatever options appear on the top half of the page. If I make the text very tiny so that I can see the whole page and select an option, such as languages, I cannot then click OK or Cancel, and I cannot close the box or move on to another option. I also cannot use ctrl+w to close the tab, but have to click on the x to close it.
