The problem is that, the time given is ambiguous without a time zone. I would most like it to look like this:

The changeQuote add-on offers this with the 'Date in international format' option (see picture).
Thanks, sfhowes, but: (1) I was hoping not to need an add-on (2) It seems changeQuote's "International format" aways shows the "-0700" format which I was hoping to suppress if "PDT" is possible.
I'm not aware of a way to do it without an add-on. You can also try ReplyWithHeader.

The time is given in your time zone, but keep in mind that there are significantly more time zones that the three the USA uses. If you got an email from me with ACDT or AEST on it, would it mean anything to you.
I particularly like replying to my USA correspondents that at 2am they emailed me. It explains why the reply took half a day without me having to remind them again and again that they sent the email in the middle of my night and I replied when woke up.
Matt, since most of my correspodents are in one of the four main US time zones, giving their alphabetic abbreviations is well understood. I am happy with that, and numeric values for all the others.
