No, è la nuova impostazione in Firefox 98. Puoi tornare alla vecchia modalità seguendo queste istruzioni https://forum.mozillaitalia.org/index.php?topic=76902.0;topicseen#msg533186

(tieni conto però che anche in precedenza il file veniva scaricato, con la differenza che finiva nella cache di Firefox anziché nella cartella dei download)
