You need to use "Sort by Name" in the right-click context menu of a bookmarks folder to sort this folder permanently. If you use "Views -> Sort" in the Bookmarks Manager (Library) then the bookmarks are only sorted while you are viewing them in the Library, this is the same as clicking on the column header.
