Maybe use the Bookmarks Menu button instead.
That button shows on the Navigation Toolbar if the Bookmarks Toolbar and the Menu bar are hidden.

  • View > Toolbars > [] Navigation Toolbar and [] Menu Bar

Press F10 or tap the Alt key to bring up the "Menu Bar" temporarily.

There is also a toolbar button to open the Bookmarks Sidebar in the Customize window.
