Pop up windows work in internet explorer, but not in firefox

FIREFOX: The image icons (red fire hydrants) do not display a pop up box when you mouse over them.

As a follow up to my message, and to help clarify, here are some images:

Firefox (no pop up appears):

Internet explorer 7.0 to 9.0: these pop up boxes DO appear.

This problem happened before in a similar situation and I solved it by simply removing a space in the coding. This time I cannot find out what the problem is. I guess firefox is more sensitive to incorrectly placed space characters?

I have attempted to use the firebug extension in the past and was never able to get it to work.

If you could point me in the right direction on why this maybe happening I would be most grateful.

Same Images as are in the link above, cannot add images in the first post. Want to try to provide as much information as possible!
