This is an issue we are experiencing with our Software QA folks, their firefox browser is issuing favicon requests on each page. Fiddler was used to verify this and it's not all users, but some. How can we make this stop?

Did you check whether those users haven't disabled the disk cache or possibly other caches as well?

Note that Firefox will disable the disk cache if you use "Clear history when Firefox closes" to clear the browsing cache. The memory cache is still active in this case.
