Why can't I take tabs off the top even though I've configured browser.tabs.onTop to false?

As of the most recent Firefox update my tabs are stuck on top of the screen even though browser.tabs.onTop is set to false. All addons are off and I have reset it multiple times.

Apparently this has been answered earlier and that Mozilla won't be allowing tabs below the address bar without addons. https://support.mozilla.org/en-US/questions/997126
