I've asked this question before and the issue was resolved although the problem has come up again.
The https://support.mozilla.org/questions/959992 This has been already done, but still for some mp3 downloads, it's playing the mp3 instead of asking me where to save the file. Is there a way to fix this?

Oh right, I remember now.
Starting in Firefox 26, Firefox also can use DirectShow to play MP3s natively in the browser. This added support for Windows XP to handle MPEG-encoded media. So you also will need to disable that, too. I will add that as step 4:
(1) In a new tab, type or paste about:config in the address bar and press Enter. Click the button promising to be careful.
(2) In the filter box, type or paste media. and pause while the list is filtered
(3) Double-click media.windows-media-foundation.enabled to switch its value from true to false.
(4) Double-click media.directshow.enabled to switch its value from true to false.

The feature media.windows-media-foundation.enabled by default is true, did you have to set it back? Please also check out version 29 it just came out this week.
If changing the preference does not work, perhaps the page is using a different method to play the MP3 such as a plugin? Could you provide a link to the page where you have this problem (assuming no login is needed)?

Note that your System Details List shows multiple Flash plugins.
- Shockwave Flash 13.0 r0
- Shockwave Flash 12.0 r0
You can find the installation path of all plugins on the about:plugins page.
You can check the Flash player installation folder for multiple Flash player plugins and remove older version(s) of the plugin (NPSWF32) and possibly (re)install the latest Flash player.
