I just installed Firefox 45.0.1.

Under Add Ons - Plugins, it shows "OpenH264 video codec.... will be installed shortly"

Well, it NEVER installs.

I tried toggling "media.peerconnection.video.h264_enabled" and restarted Firefox as suggested elsewhere as a fix. Still no luck.

Any ideas for a fix?

hi rob, the OpenH264 download will run over mozilla's update servers, where afaik updates are currently turned off while a problem is investigated and addressed there, so it would be expected that the plugin won't install at the moment. please try again a little bit later & sorry for the inconvenience...

Here is an update. A day later, the OpenH264 video codec. has still not downloaded on a fresh install of Firefox on a fresh install of El Capitan on a Mac Pro.

Is Firefox still having problems with its servers?

yes, issues with the update infrastructure are still ongoing unfortunately.
