Different behavior when hiding the menu toolbar

I have set up Firefox on 2 PCs running Windows 10, with the same extensions added, and with the extensions configured in the same way. However, when I hide the menu toolbar:

 -  on one PC, the "File", "Edit", "View" etc. options disappear, but the menu toolbar
    remains there (with the minimize, normal window/full screen and exit buttons
    at the right end of the menu toolbar).
 -  on the other PC, the toolbar completely disappears, and the minimize, normal
    window/full screen and exit buttons appear at the right of the Navigation toolbar.

Both PCs have the Classic Theme Restorer installed, with identical settings.

How can I control this behavior?

Yes. That's the answer. The first example is running in a normal window, while the second is maximized.
