keep getting SSL_ERROR_NO_CYPHER_OVERLAP when trying to access HTTPS:// site
When accessing an HTTPS:// site I get this error: Secure Connection Failed
An error occurred during a connection to 172.17.35.38:7002. Cannot communicate securely with peer: no common encryption algorithm(s). Error code: SSL_ERROR_NO_CYPHER_OVERLAP

Does this occur only for one particular address, or for many sites?
The IP address in the error message 172.17.x.y is an internal address used within a network, rather than a web address. Most likely that refers to an application server or proxy server (or other filtering device/service). It is listening on port 7002 according to the information Firefox displayed.
Are you in a company that might be able to provide more information about that system/device?
As of Chrome 53 and Firefox 50, you can no longer enable RC4. You should contact your IT admin to fix the issue.
