How can you change some of days of the week for a year long weekly repeating task?

I want to create a year long task that repeats one day a week usually on Wednesday. There are some weeks where the task has to be done on a Thursday. This can be done easily with repeating events for all occurrences of the event because the repeating events are displayed in the calendar by month. Tasks are not displayed in the calendar and the task tab only displays tasks that repeat in the next 7 days.

Here is a real life example of a task that repeats weekly on different days of the week (time remains the same) depending on the circumstances of a particular week . The solid waste (garbage) container pickup for my neighborhood is regularly scheduled by the city for Wednesday; however, on weeks that have a public holiday that are celebrated on Monday the solid waste pickup is moved to Thursday. Examples of holidays that were celebrated on Monday in 2016 include President's Day, Memorial Day, Independence Day, Columbus Day and Labor Day.

In my humble opinion software should be capable of modeling and reflecting real life experiences of the people that use it. This can be done with "Events" for the year in Lightning in Thunderbird. It is not possible to do it for "Tasks" for the year because only the next week of a repeating task is displayed on the Task tab of the application.

The "solution" offered above by Matt is not a solution it is the statement of a narrow definition of a "repeating" event.
